Just to confirm that Oxford United will have first refusal to buy the Stadium. Probably. There's probably something else as well though.

Jean-Marc Goiran has kept his promise and has returned to buy the club and ground with Ramon Diaz as manager. Did'nt he say he has unfinished bussiness at Oxford.

Oxvox are turning green They will announce that all further use of electricity at the stadium will run off solar panels fitted to the roof and that all rubbish from match days will be collected and recycled
As Oxford have been trend setters in the past, this will be a world first

Defiantly a step in the right direction. It just delays any potential bid (like when LW were rumours to be interested in buying the ground) so the club can try to pull funds to match it.

This works fine, I presume, if a third party such as LW put in a bid, but does it not equally work against us if the club finally cobbles the cash together to make an offer, potentially putting off any outside backers we'd brought on board to make the bid, while everyone twiddles their thumbs for 6 months before it can go through? Could even give other third parties time to put bids together themselves, rather than allow us to push it through when we are ready to do so......

Anything "Big and exciting" would be announced by the club. Although, this is still big news and could set a precedent for other clubs.

Good news good work by oxvox are plans now being put in place to help fund a stadium bid just in case a bid comes in as 6 months is not a long time really

Hate to be the one pi55ing on the bonfire here but this legislation has very few teeth. The only thing it gives is that the sale of the stadium has to be delayed for six months, supposedly to allow community groups to put in a bid. Our friend Mr Kassam isn't under any obligation to even look at any other bids, let alone accept them. To be honest if he was going to sell the Stadium he would be stupid not to include the club in any bidding process anyway and they would be then given a longer than six month lead time..

OxVox secure major application on Kassam Stadium
13 May 2013
OxVox, the independent Supporters’ Trust of Oxford United, today heard that its bid to have The Kassam Stadium listed as a Community Asset under the Localism Act (2011) has been approved by Oxford City Council.
This means that in the event that the Stadium is to be sold, OxVox must be notified, and can exercise the right to a six month moratorium on any sale in order to put together a bid for the Stadium.
OxVox Chairman Mark Sennett said, “This is a significant moment for the supporters of Oxford United, and we’re delighted with the Council’s decision. This means United supporters will now never wake up one morning to read in the paper that the Stadium has been sold, with no recourse. The stadium is of huge local importance to the people of Oxfordshire, and the Club’s role is a source of huge community benefit and pride. Because of this listing, supporters and the Oxfordshire community will be able to play more of a role in its destiny.
“We have kept Oxford United FC fully informed of this application throughout, though the club has not been directly involved. We have already notified the club about the decision and they too understand the significance of the application being accepted."
Tom Hall from Supporters Direct, the governing body for supporters’ trusts, said
“There are still too many cases of football grounds being treated like any other asset, and this legislation gives us an opportunity to begin to change that assumption. OxVox’s application to list the Kassam Stadium is the first successful one involving a football ground.
“We’ve had significant interest since we started promoting this scheme amongst out member supporters’ trusts, and both the Manchester United Supporters Trust and Spirit of Shankly are currently seeking listings for Old Trafford and Anfield, We hope that this successful application by OxVox, in many respects groundbreaking, encourages other supporters’ trusts to do the same.”
