It's not a surprise. Azerbaijan have been fishing for anything in European football for a while now.
They were one of the 'partners' of Euro 2016 ('Energy of Azerbaijan' was it?) and they're one of the host stadiums for Euro 2020. When you consider nearly all of the other stadiums are west of Italy, you have to question why they've managed to wrangle it.
A cheeky bit of oil money perhaps?

Eh, Azerbaijan's clubs have been getting better for several years now.
They've now got a better UEFA coefficient than Scotland, and have got a team (Qarabag) into the Champions League Group Stage this year. They've also just overtaken Sweden by that metric (who hosted the final last year)
Their clubs are certainly a lot better than the Irish - but noone batted much of an eyelid when Dublin got the Europa final a few years ago. Or the Welsh for that matter, and they hosted the Champions League final last year.
Big stadium too. Doesn't seem like an unreasonable decision to me.

It was Erdogan not the EU who killed that enterprise off but they happily overlook these things when building the dream.
