How is it that countries under the FIFA/UEFA umbrella can have different rules regarding football ? In Spain if you finish level on points its the head to head that counts first. Some countries have goal line techno,some don't. I have just seen on the Beeb that on Sunday,if Liverpool lose 2-0,Arsenal draw 1-1 then they will have identical points,identical goal difference,identical goals scored,so it will go to a play off.
Unlikely scenario i know,but Liverpool beat Arsenal home and away this season,surely that should count somewhere along the line ?

The domestic leagues set the rules. Not the governing bodies.
In countries like Wales and Holland they have play offs for Europa league places, for example.

Wales - playoffs Netherlands - playoffs England - playoffs, sometimes trophy winners
So different qualification criteria for different ... needs.

There is nothing more stupid than in the English rugby Union premiership where the team with the most points at the end of the season isn't automatically crowned champions. Play off to decide.

You think we've got it bad, look at Belgium. I think the organisers must have been smoking crack or something!
The entire league plays a full round of home and away fixtures that finishes in April. Bottom club goes down Top 6 go into a championship round (with percentage of points carried through) and play each other. The club at the top at the end of the second round of fixtures goes into the CL. Second place CL qualifiers Third place Europa League Fourth place we'll come to in a sec Fifth and sixth get nothing.
Complicated, but OK so far.
Then it goes mental! Places 7 to 15 get split into two groups of five who play against each other (with points from the regular season again carried forward) Top team from each group play off against each other. Winner of this game then goes into a playoff for the Europa League spot with the fourth placed team from the championship round!
So in theory, you could finish 20 points behind the European qualification spots (as is the case with STVV this year, who have smashed it in the playoffs) and still qualify for Europe. Meanwhile the teams in fifth and sixth have the worst cards of them all depending on how many points are carried forward. You'd have a better chance of qualifying for the EL by finishing 7th and playing against the worst clubs. It is also theoretically possible to finish SECOND BOTTOM and qualify for Europe!

It's the American model. Winning the league is pretty much irrelevant, the only important thing is getting into the playoff (and ideally getting a good seeding). Then the big boy tournament begins. The downside is that good teams will coast through the second half of the season, concentrating mostly on avoiding injuries, and their games are pretty pointless. The upside is that it's all on the line for the last few games of the season. It'll never happen in England - and shouldn't - because of tradition. But it does work over here.

The American system is also very porpular in Australia where all of the sports over there have a play off system.
The league table is used to determine how many games you need to win to make the grand final so the higher you finish, the easier it is, in theory, to win the final.
It can throw up the odd surprise result though such as last year the western Bulldogs managed to win through a number of "finals" games to win the competition.
Overall though it does work well and as that's the way it's always been it's just accepted without many complaints.
