It'll be interesting to see how Chelski handle it. At some point, a European club will make a point to Chinese clubs about selling them players

This could be interesting as China said on the 5th it will clamp down on transfers and wages. If China blocks the transfer Costa could be left in limbo.
Here in Asia there are suspicions that the recent big transfers are not as they seem. Over the years there has been a clampdown on corruption and Chinese sending money abroad. Under Chinese law you are not allowed to send more than 50,000USD abroad each year. To bypass this, the Chinese have been using other ways, sometimes ingenious means to get money abroad.
So there have been some suggestions that both transfers and even possibly wages get paid to clubs overseas then part of the monies then get transferred into separate accounts owned by Chinese.

They ain't allowed to sign anyone yet anyway they are under transfer embargo

I think they are allowed to sign him, but not allowed to register him until January. So he can attend their training sessions and get himself into shape. He just can't play any competitive football for them until Jan.
