Much as I'd love every other L2 club to suffer a 20 point deduction, if they caught it themselves, reported it themselves rather than being caught, and lost the game anyway ... fine, suspended pts deduction and big smack on the arse sounds about right?

I think the default is for the team to lose all points earned when an ineligible player started the game. If the player was a sub, then discretion as to whether to lose all points or less. If an inelegible player is in an FA game, then the team gets thrown out. If the ineligibility is due to international clearance, then discretion applies

Small fine and a warning would suffice. Nothing more. We're not in the conference anymore.

Agree. I think unless a club has been covering it up or has been knowingly playing an ineligible player for a long period a fine and warning would be adequate.
