I think anyone who's ever played Football Manager will be able to tell you that spending reasonable sums on multiple players is more effective when it comes to winning you the title than spending extortionate amounts on one or two. Unless you already have a phenomenal youth system in place, that is.
Or scouts who can find gems at lower division Swedish sides...

Man united, during the van gaal/moyes reigns they really lacked any world class talent. Whereas city were starting off with a pretty poor squad so needed to spend to strengthen every poaition in the squad.
