I think there is an idiosyncrasy in this "All seater stadium legislation" which the article indicates does not refer to clubs in league 1 and 2. But I think if you have been in the Championship, at the start of the legislation or for three years then the All seater legislation applies, so we would not be able to install safe standing without a change in the law but Shrewsbury can go ahead with it.

That's correct.
Once you've been in (what's currently called) the Championship, even for one season, you then have three seasons to comply with all seater legislation. We have been in that division since this rule came in, so therefore cannot install standing, safe or otherwise, unless there is a rule change.
I haven't read up on that particular set of rules for a while, but that's certainly how it was last time I looked.

So how come Peterborough who were in the Championship in 2009,still have terracing behind the goal ?

Probably the same way we stayed playing Championship football at the Manor, they must have asked and received a dispensation on the basis that they're going to install seating where the terracing is currently located, or move to a new stadium.
But that's a bit of guesswork on my part.
