Sadly not. Argentina was a group game. The best team we have ever beaten in the knockout stages of any major competition remains Belgium. And let's face it, they're shit.

I think Cameroon was probably the best team we beat. The best African team in World Cups. They beat Argentine in the first group game. Down to 9 men (I can still see them trying to kick Caniggia out of the ground). But we've never managed to beat any of the "top top" teams in knock out stages overseas. Until we start picking our team on form rather than reputations then we'll struggle. Geoff Hurst made his England debut in February 1966. 6 months later he wins the World Cup. Lineker had only scored 6 goals prior to the 1986 world cup. Sometimes players wilt in an England shirt and others look like they were born to be England legends.

Sample size way too small. And why just knockout games? Beating a good team in the group stage is still beating a good team in a major competition. And why not home tournaments?

Sample size is too small? England have entered 28 major tournaments which were to take place on foreign soil! Surely that's enough to count as a reasonable sample. Just knockout games because you actually have to win them, if you don't then you're out - as England invariably are. Lastly not counting home games as we must discount home advantage to adequately gauge the possibility of success. If we got to play half the games at Wembley then obviously our chances would dramatically improve.
