Sport can be quite cheap and sometimes it just takes a little bit of action from the parents to make it happen. For example, I know that most local hockey clubs can source you student coaches (police checked, etc) for about £8/h. These coaches are really good, specialised coaches (almost certainly better than a generic PE teacher) and would desperately love the chance to come into schools. So if you book in 1.5-2 hour session once a week then you are looking at £12-16/week. Spread between (say) 10 children, that’s peanuts. The biggest cost in most sports is hiring the pitch – but schools already have this, so that’s a huge advantage. I would imagine rugby, and cricket (especially) clubs would be more than willing to do the same.
